If you move out of range you can be spotted. The spy cannot use any of his weapons whilst cloaked and so will lose his current disguise if he uses anything but the electro sapper. The electro sapper is used to take out engineer's buildings, disabling them and slowly destroying them. Therefore its best to first take out the building, then the engineer who can remove the sapper.
